About the District

North of the River Municipal Water District (NORMWD) was formed in 1969 to provide wholesale delivery of State Water Project supply to the community of Oildale. This wholesale water supply is treated at the Kern County Water Agency's (KCWA) Improvement District #4, Henry C. Garnett Water Purification Plant, for delivery to NORMWD, California Water Service Company, and East Niles Community Services District. Oildale Mutual Water Company and Highland Park Public Utility District then received this water from the District. Highland Park PUD was combined with NORMWD in the early 1980s.

The District operates and maintains the facilities necessary to distribute this water throughout the District. These include two 4.5 million gallon reservoirs located at the pump station and maintenance facilities behind the main office, two 1.9 million gallon reservoirs located at the 750 elevation, and two 1.2 million gallon tanks located at the 900 elevation. In addition, there are many miles of pipelines, as well as other facilities such as turnouts, pressure reducing stations and air and vacuum relief valves.

The District is under contract with the KCWA for 8,500 acre-feet per year of treated water, although it has received as much as 9,700 acre-feet in recent years. The KCWA treats the water to remove pathogenic agents, as well as organic materials, and other constituents, to meet Federal and State drinking water standards.

Revenue to operate the District comes from user charges and the District's share of Kern County collected local property taxes.
